The primary purpose of this position is: To serve as an Integrated Base Defense Security System (IBDSS) Maintenance Technician and to provide technical expertise, maintenance and repair of Electronic Security Systems (ESS)s, Base Perimeter Surveillance Systems, and Network Operating System Administrator. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Position SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes comprehensive, intensive and practical knowledge of, and extensive experience and skill in applying a wide range of technical electronics concepts, practices, regulations policies, and precedents and diagnostic techniques, and techniques for developing new or modified work methods, approaches, or procedures sufficient to develop and recommend changes in procedures and technical instructions to management on substantive functions and practices in a high-level air traffic location; knowledge of ESS network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; knowledge of ESS integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of products or equipment; knowledge of the organization's network architecture, topology, and protocols sufficient to plan, design, develop, and integrate ESS network systems and security plans and procedures consistent with existing or planned network infrastructures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of operating electronic principles such as circuit elements, digital logic, microprocessors, core memory, interface circuits, digital data transmissions, microwave, antennas, signal behavior, amplification and display, as found in complex electronic ground communications operational system(s) consisting of numerous complex integral components, which require knowledge of a wide range of electronic principles and practices. 2. Knowledge of ESS network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements to include performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions. 3. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems to recognize the function and interconnections of components, assemblies, subassemblies, and in analyzing problems in integrated/ interfacing systems involving numerous complex circuits; and in using complex electronic and electromechanical test and measuring equipment using integrated test functions for different purposes. 4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain ESS systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 5. Skill in the use of electronic test equipment such as computer controlled automated test equipment (ATE), oscilloscopes, pulse and signal = generators, distortion and waveform analyzers, digital data generators, digital voltmeters, frequency generators, and special test panels. 6.
