HIV/AIDS Services Administration (HASA) New Yorkers living with HIV live healthier and more independent lives. We assist with an individualized case management that targets the support and necessary benefits that are specific to a client's medical situation, and that will enhance their well-being. HASA provides intensive case management, rental assistance, housing, and assistance with applying for public benefits and services including Medicaid, food stamps and cash assistance. The HIV/AIDS Services Administration (HASA) is recruiting for one (1) Administrative Director of Social Services, M-III position to serve as a Regional Manager, who willhe selected candidate will: Under executive direction of the Assistant Deputy Commissioner, with wide latitude for the exercise of independent action, judgment and decision making, the HASA Regional Managers administers HASA center operations in the implementation of Cash Assistance, SNAP Assistance, Medical, and Social Services initiatives in the designated Regions. The Regional Manager oversees HASA centers in the five boroughs that provide direct services to adults and families with HIV or AIDS and provides back-up coverage for the client service centers as needed. The regions are created and organized based on geographical location and/or special population needs and services. - Ensure adherence to Federal/State/City and Agency standards by planning, developing, testing, and implementing new/revised error reduction programs and the coordination of existing programs to eliminate redundancy and the duplication of services; sets and maintains performance benchmarks for the social services staff, particularly in maintaining an on-going adherence to the mandates of Local Law 49. - Direct and coordinate the periodic auditing of the HASA Centers' operating routines to eliminate workflow inefficiencies and to address and ameliorate error rates. - Plan and coordinate policy and procedural protocols used to coordinate multiple services, for those cases that utilize both Community Based Organizational (CBO) services and resources with those from other City Agencies such as Department of Health and Mental Hygiene, Adult Protective Services, Administration of Children's Services, Department of Homeless Services, Home Care Service Programs, etc., to ensure optimal client services. - Direct and manage the work of the Center Directors who provide administrative, and professional expertise in the delivery of services for approximately 40,000 clients. Ensures that all levels of supervision are focusing on methodologies to mitigate barriers in achieving the Agency's goals. - Represent the Human Resources Administration, the HASA Centers, and Assistant Deputy Commissioner at meetings and conferences with Agency and other city agencies on issues related to HASA Center service delivery and program initiatives to identify problems and provide insight into those measures of policy and procedures necessary to eliminate barriers to the provision of services within HRA and citywide. - Establish qualitative and quantitative standards of work performance and the proper administration of Local, State and Federal regulations and Agency guidelines, providing for uniformity in interpretation of policy and procedure by staff and locations. Prepares periodic management reports, special reports, studies and audits, to ensure compliance with court-imposed mandates (Henrietta D. and Local Law 49), agency developed standards (HASA Stats), and overall best practices. - Along with Assistant Deputy Commissioner develop methods for effectively managing HASA Center operations to ensure the effective and efficient utilization of current, revised and new procedures and processes. Administers and ensures the preparation of analytical reports on methods employed, processes followed, and operations performed, including the achievement of qualitative goals designed to ensure uniform and standard practices in all centers. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or 2. Education and/or experience equivalent to "1" above.
