The incumbent works within the Facilities Management Service (FMS), located in Ft Harrison Montana. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability in analyzing and measuring the effectiveness, efficiency, and productivity of the procurement program for a large Medical Center Service. Ability to identify problems, and potential problem areas based on daily observance or studies; analyze and measure effectiveness, efficiency, and productivity of various procurement and contract programs; and develop and prepare written and oral solutions and recommendation for improvement. Knowledge of procurement and contracting policies and procedures to plan, carry out, and monitor a full range of procurement and contract administration functions relating to wide and diverse range of service and goods that require and contain a variety of special provisions. Knowledge of various types of procurement and contracting methods and selection factors and how to plan appropriate strategies to monitor and to recognize the conditions that may adversely impact timely or effective procurement or contract performance. Knowledge of accounting and budget management techniques including analytical forecasting, modeling, data analysis and internal auditing strategies. Ability to understand contract performance specification, performance standards and measurements to assist in obtaining required services via contract. Knowledge of the Federal Acquisition Regulation (FAR) clauses as they relate to the legends affecting the procurement, use or release of technical data. Knowledge of communication methods, both oral and written, to collect and present information in a meaningful manner. Knowledge of laws, statues, regulations, policies, and procedures applicable to the acquisition of services and supplies for a healthcare environment. Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of office automation software (e.g., MS Word, PowerPoint, Excel, Outlook, Skype, VATAS, and VANTS). Ability to apply this knowledge to a variety of software packages to devise new methods of office automation support and/or resolve problems with current automation methods. Knowledge of various office management practices and procedures to perform record keeping, filing, time keeping, office equipment operations and correspondence control.
