This includes the ability to evaluate the effectiveness of broad agency programs, identify areas of deficiency, and provide data-driven counsel to formulate enterprise-wide policies that accommodate shifts in legal, historical, political, social, and economic factors impacting the management of government information. TQ 2: Demonstrated advanced skill in establishing, maintaining, and managing mutually beneficial, collaborative partnerships with high-level external stakeholders-including key government officials, academic communities, media, and leaders in the historical and archival professions. This includes the ability to serve as the agency head's proxy, direct strategic communications, and leverage these external relationships to advance the overarching programs and mission of the institution.
