Health Information Manager | Eagle View Behavioral Health | Bettendorf, Iowa About the Job: PURPOSE STATEMENT: The Health Information Management Manager is responsible for the overall leadership and management of the Health Information Management Department (HIM) in the capacity of planning, organizing, and managing electronic and paper clinical content, electronic data integrity, accessibility, use, and protection of health information. Supervises department operation in accordance with Hospital policies and procedures, accrediting agency standards, state, federal regulations, and the statues of privileged information. Roles and Responsibilities: EDUCATION/EXPERIENCE/SKILL REQUIREMENTS: Associate's degree from an accredited Health Information Management program required. Bachelor's degree preferred. Three or more years' experience in a medical records department required. One or more years' of behavioral health experience preferred. Knowledge and understanding of the CMS IPFQR (Inpatient Psychiatric Facility Quality Reporting) Program measures, documentation and reporting requirements required. Knowledge and understanding of The Joint Commissions HBIPS measures, documentation and reporting requirements required. Working knowledge in ICD-10-PCS and DSM IV coding systems required. LICENSES/DESIGNATIONS/CERTIFICATIONS: Registered Health Information Technician (RHIT) required or ability to obtain within six months of hire date. WORK LOCATION: This position is onsite and is not a remote position. SUPERVISORY REQUIREMENTS: Three or more years' experience managing/supervising a medical records department required. ESSENTIAL FUNCTIONS: Ensures that medical records are completed, accurate, and maintained at a high level of quality and conformance to accepted standards established by the Medical Staff, Hospital policies and procedures, accrediting agency, State and Federal regulatory agencies; reporting any variations noted and new regulations or requirements, in accordance with standard Medical Records practice. Supervises the checking of charts for deficiencies. Reports physicians with delinquent charts according to the medical staff bylaws. Advises Medical Staff through designated committees of areas of client care documentation needing improvement, including incomplete and delinquent charts. Supervises and coordinates the activities of employees engaged in all medical records functions, such as compiling, analyzing, coding, indexing, and filing of permanent records of clients, including microfilming. Identifies and prioritizes issues of importance, including those priority issues as set by leadership. Collaborates with department leaders and corporate leaders, as needed. Communicates instructions, expectations and timelines clearly and concisely. Leads a team of highly engaged members through hiring, orienting, performance assessment and management, motivating, training, scheduling, and coaching to meet department goals and ensure effective and efficient department operation. Maintains productivity levels that are aligned with client census, curtailing unnecessary overtime and/or excessive staff work hours. Manages staff scheduling and maintains an updated plan for contingency staffing. Maintains accountability expectations for self and staff in all areas of job performance. Engages staff in quality and safety basics to ensure sustained, measurable compliance. Identifies staff educational needs and ensures they are addressed with education programs that are attended by staff. Holds staff accountable for non-compliance and client safety concerns, as well as attendance, following policies, behavior, and adherence to code of conduct. Supervises and monitors the release of confidential information in accordance with rules and regulations, and state statutes of privileged information for requests from insurance companies, attorneys, clients and subpoenas. Oversees and assists with data collection, storage, retrieval, assembly, analysis, filing and retention of medical records/data. Prepares and analyzes clinical data for research purposes, process improvement, utilization management, mandatory reporting, and more. Compiles statistical information pertaining to the Medical Records Department and other Hospital statistical information as assigned or requested. Supervises and coordinates the preparation of statistical information for the medical staff, medical staff committees, accreditation agencies, state agencies and the administration as requested. Analyzes, develops and updates as needed, the departmental policies, goals, objectives, procedures and the overall record keeping/retrieval systems and practices. Maintains current knowledge of psychiatric, alcohol and drug abuse state and federal regulations regarding the release of Health Information Management, assures the hospital's compliance with these laws and regulations, provides for all timely flow of information necessary for third-party reimbursement.
