The Program Manager for the Governor's Health Awards Program (GHAP) supports implementation of a statewide scholarship and workforce development initiative designed to strengthen New Hampshire's rural healthcare workforce. This position coordinates partner engagement, manages operational activities, and tracks performance milestones tied directly to rural workforce outcomes. Working collaboratively with higher education institutions, healthcare employers, state agencies, and community partners, the Program Manager ensures effective execution of GHAP initiatives, supports service-obligation alignment strategies, and contributes to monitoring progress toward workforce placement and retention targets across rural regions. Duties/Responsibilities Program Implementation & Operations (40%) Manage and coordinate the operational relationship with the scholarship administration vendor, ensuring alignment with program requirements, service-obligation tracking, participant support processes, and timely execution of scholarship awards consistent with GHAP policies and performance milestones tied to rural workforce outcomes. Coordinate operational timelines, deliverables, and milestone tracking to ensure progress toward program targets. Support with development and implementation of policies, procedures, and participation frameworks supporting GHAP activities. Coordination of scholarship deployment strategies aligned with workforce shortage areas and employer needs. Identify implementation challenges and elevate recommendations. Partner Coordination & Workforce Alignment (25%) Collaborate with internal stakeholders on coordinated communication among participating higher education institutions, rural healthcare employers, and program stakeholders. Align GHAP activities with broader rural health workforce education strategies and statewide training infrastructure. Support development of employer engagement activities that strengthen recruitment, placement, and retention pathways. Assist with coordination of advisory structures and stakeholder meetings supporting GHAP priorities. Facilitate alignment between academic pathways and service-obligation expectations. Support implementation of service commitment tracking processes across participating partners. Performance Monitoring, Data & Reporting (25%) Track performance milestones tied directly to rural workforce outcomes, including participation, placement, persistence, and service completion indicators. Coordinate collection and validation of scholarship utilization data and workforce impact measures. Assist with preparation of reports for program leadership, partners, and funding agencies. Maintain documentation supporting compliance with grant requirements and program accountability standards. Assess program effectiveness and workforce impact. Administrative & Program Support (10%) Support monitoring of scholarship allocations and program implementation timelines. Coordinate meetings, communications, and planning activities associated with GHAP initiatives. Assist with preparation of implementation updates, summaries, and supporting documentation.
