About the role
You will serve as the Community Planning Liaison Officer with direct reporting to the Installation Commanding Officer in the N4 Public Works Department of NAVAL WEAPONS STATION CRANE. In addition to the Basic Requirements/Education for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as the installation representative for managing intergovernmental and interagency issues regarding encroachment and land use planning; 2) Supporting and working with Command stakeholders, Region/Installation Program Directors to help resolve issues that occur outside Navy boundaries that could impact Navy property, mission and operations; 3) Routinely speaking to, and/or regularly representing the installation in discussions with, local citizenry, professionals (engineers, architects, lawyers, developers, etc.), government liaisons and others directly concerned with community planning, development, and growth management strategies/issues; 4) Preparing and reviewing information on compatible land uses and educational materials for developers or other interested parties; preparing briefings and presentations for visiting general officers, local elected officials, government agencies upon request; 5) Translating organizational requirements and mission objectives into strategic planning principles, translating military operations to the layman and making objective recommendations that may have significant long-term impacts on community development; and; 6) Displaying a high degree of technical judgment, tact, diplomacy, resourcefulness, and experience in adapting these skills in order to work with diverse organizations and to negotiate agreement among conflicting interests.
