About the role

This position is the technical lead over the Transportation Specialists who work on applications for special permits (new special permits, modification to existing special permits, party-status to existing special licenses, renewals of existing special permits, and emergency special permits) and approvals (IMDG/ICAO competent authority approvals, HMR General Approvals, and Third-Party Package Certification Agencies). To meet the minimum qualifications for this position, you must also meet the specialized experience requirements To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience reviewing special permit applications and evaluations and making decisions to grant or deny a special permit. Experience applying transportation principles, compliance, and operating principles in the evaluations of special permit applications. Experience interacting with technical experts and modal partners on complex regulatory and special permits issues. Experience communicating effectively both orally and in writing on issues relating to technical and logistical compliance with the Hazardous Materials Regulations. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
