SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year (52 weeks) of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines and regulations. 2. Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides. 3. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent. 4. Ability to conduct studies, analyze data, develop alternative options/strategies and make recommendations to resolve budget/manpower issues. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organizational unit. 6. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
