THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SOCIAL WORKER (TITLE 5), Position Description Number T50130000 and is part of the FL JFHQ, National Guard. AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Army meet our mission requirements as a Social Worker. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. EDUCATION REQUIREMENT: Must have a master's degree in social work by a school accredited by the Council on Social Work Education (CSWE). Note: A doctoral degree in social work may not be substituted for the master's degree in social work. SPECIALIZED EXPERIENCE: GS-11 Must have 24 months of experience in clinical social work assignments. Completion of the Air Force Social Work Internship Program may be substituted for 12 months of the specialized experience requirement. This experience demonstrates particular competencies of knowledge, skills, and abilities to successfully perform the duties of the position. Knowledge of social work theories, principles, techniques, and resources. Must have specialized experience in professional social work that includes interviewing people to establish the nature and extent of their problems, helping them work-out plans for improving the situation, providing assistance and services, referring them to community resources and other organizations as indicated, and assisting them to understand and modify their own patterns of behavior when appropriate. Except as stated above, no other substitution of education for specialized experience is allowed. Note: A minimum of two (2) years within the past five (5) years in the independent practice of clinical social work is highly desired TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once the incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in Title 32 excepted civil service accepts this position, he/she will be converted to Title 5 and will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), and selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.
