In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following: Application of OMB Circular A-123, the annual statement of assurance process and conducting A-123 test of design and effectiveness assessments; Developing policies, procedures, and strategies that advance the maturity of the internal control program; Advising senior leadership on internal controls compliance; Developing and/or performing organization wide risk assessments via communication with the agency organizational offices; AND Application of Risk Management and identification of relevant risks for inclusion into an agency risk register. Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
