A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is designated as a KEY position. The duties of this position meets all requirements as a category designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions; Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative techniques, including DoD and Joint management principles, methodologies, and financial management directives, to effectively plan, execute, and evaluate joint military exercises and programs for participating in or conducting major large-scale military exercises and/or multifaceted programs such as the Large Scale Global Exercise (LSGE), Globally Integrated Exercise (GIE), and the Joint Training Exercise and Evaluation Program (JTEEP). Advanced skill in applying, analyzing, and evaluating combat and non-combat operations, to oversee strategy development, policy implementation, and long-term planning for Mission Rehearsals and crisis response exercises. The employee must resolve ambiguities in multinational and joint exercises, navigating through complex political and operational challenges, especially when coordinating with host nation militaries. Thorough and comprehensive knowledge of the Joint Training Exercise and Evaluation Program (JTEEP) processes and capabilities, supporting COCOM exercise and training requirements, and ensuring the efficient allocation of resources and accurate program assessment. The employee will ensure established procedures are followed and develop new solutions to unique challenges posed by changing military needs, mission requirements, and evolving geopolitical contexts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of qualitative and quantitative techniques to apply DOW and Joint management principles, concepts, methodologies and financial management directives, guidance, and policy. 2. Current practical knowledge and experience with combat and non-combat operations and allocation of Joint Exercises and Training processes sufficient to oversee strategy development, policy implementation, and long-term planning in the USCENTCOM AOR; including Mission Rehearsals preparing Combined and Joint Task Force Staffs Component battle staffs to respond to an emerging crisis in the USCENTCOM AOR. 3. Ability to plan, organize, and provide technical expertise regarding functions required to plan, prepare, execute, and evaluate exercise and battle staff related events including Commander's priority
