Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Baltimore Field Office, Fines, Penalties, & Forfeitures Division, Port of Washington D.C., located in Dulles Airport, Virginia. Experience: You qualify for the GS-05 grade level if you possess 3 years of progressively responsible experience, 1 year of which was equivalent to at least the next lower grade level, performing duties such as: Analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; Planning and organizing work; Communicating effectively orally and in writing. Experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the skills necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable. Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Reviewing and updating CBP automated data systems; Reviewing seized property documentation for accuracy and completeness; Assisting, under the supervision of supervisor and/or senior seized property specialist, in reviewing all seized property for compliant packaging, labeling, and storage requirements; Assisting with reviewing seized property management reports and providing assistance with organizing work as directed. GS-05 Education Substitution: You may substitute successful completion of a Bachelor's degree or a full 4-year course of study in any field leading to a Bachelor's degree for the experience required at the GS-05 grade level. This education must have been obtained in an accredited college or university. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours. GS-07 Education Substitution: You may substitute successful completion of one year of full-time graduate education for the experience required at the GS-07 grade level. This education must have been obtained from an accredited college or university. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR GS-07: You may also substitute superior academic achievement for the experience required at the GS-07 grade level. You must have completed the requirements for a Bachelor's degree from an accredited college or university. Superior Academic Achievement (SAA) is based on (1) a class standing in the upper third of a graduating class or major subdivision, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits. Pass/fail credits cannot be more than 10% of total credits), or (3) honor society membership. Review Superior Academic Achievement (SAA) to see if you qualify under this provision. Please see www.opm.gov for additional information. Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
