About the role

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Digital Services at CMS (DSAC). As an IT Specialist (APPSW), here referred to as an Open-Source Software Expert, GS-2210-15, you will serve as a subject matter expert leading enterprise-wide digitization projects and modernization initiatives across the agency. ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-15, you must meet the IT Competencies below AND the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: Leading the development and/or implementation of open-source initiatives, programs, and/or policies across industries (e.g., Federal, State, and Local Government, Private-Sector, Healthcare Organizations) to standardize open-source software use, sharing, and governance; AND Collaborating with cross-functional stakeholders (e.g., Information Security Leaders, Software Developers, Information Technology Experts, Management Officials) to identify threats or vulnerabilities with open-source software usage and develop strategies to mitigate risks; AND Providing technical expertise, guidance, or mentorship to cross-functional staff, contractors, and/or junior analysts and program staff on open-source best practices, community contribution models, and licensing compliance. IT-related Competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
