Open-Source Software Expert

About the role

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Digital Services at CMS (DSAC). As an IT Specialist (APPSW), here referred to as an Open-Source Software Expert, GS-2210-15, you will serve as a subject matter expert leading enterprise-wide digitization projects and modernization initiatives across the agency. In order to qualify for the GS-15, you must meet the IT Competencies below AND the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: Leading the development and/or implementation of open-source initiatives, programs, and/or policies across industries (e.g., Federal, State, and Local Government, Private-Sector, Healthcare Organizations) to standardize open-source software use, sharing, and governance; AND Collaborating with cross-functional stakeholders (e.g., Information Security Leaders, Software Developers, Information Technology Experts, Management Officials) to identify threats or vulnerabilities with open-source software usage and develop strategies to mitigate risks; AND Providing technical expertise, guidance, or mentorship to cross-functional staff, contractors, and/or junior analysts and program staff on open-source best practices, community contribution models, and licensing compliance. IT-related Competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
