About the role

The Northeast District (NED) Office is in St. Louis, MO and is responsible for providing effective, efficient, economical direction, control and operation of the VBA's program of benefits and services for Veterans and their dependents at the Regional Offices within the District's geographical area of jurisdiction. As a Management Analyst, you will perform a variety of analytical, planning, evaluative and advisory work. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-12 (or higher) and the promotion potential of your current position must be at least GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-11 grade level or higher in the normal line of progression for the occupation in the organization. Specialized experience is defined as applying quantitative and qualitative techniques to analyze, evaluate and measure the effectiveness and efficiency of VBA field operations. This experience includes but is not limited to: collecting and organizing program or operational data; performing basic quantitative and qualitative analyses using statistical and analytical techniques; assisting in the preparation of evaluation metrics to measure the effectiveness and efficiency of field or organizational operations; supporting the identification of process bottlenecks by gathering and reviewing relevant data; participating in the development of recommendations to improve program outcomes; and assisting with compiling analysis results into reports and presentations for management review. Experience may also include supporting senior analysts in conducting operational studies, drafting sections of reports, and helping to implement approved process improvements. There is no educational substitution for the GS-12 level. GS-13 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 grade level or higher in the normal line of progression for the occupation in the organization. Specialized experience is defined as applying quantitative and qualitative techniques to analyze, evaluate and measure the effectiveness and efficiency of VBA field operations. This experience includes conducting studies, analyzing results and making recommendations concerned with program operations; independently collecting, organizing, and interpreting quantitative and qualitative data using a variety of statistical and analytical methods; utilizing software tools to generate and present quantitative analysis and reports; designing and applying evaluation metrics and benchmarks to assess the effectiveness and efficiency of program or field operations; identifying operational bottlenecks and inefficiencies through comprehensive data analysis; and developing and implementing data-driven recommendations to improve processes and outcomes. Experience also includes compiling analytical results into clear and comprehensive presentations for leadership, preparing formal written reports, and communicating actionable recommendations to management and stakeholders to enhance organizational performance. There is no educational substitution for the GS-13 level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
