The Cybersecurity Group (CSG) is the cybersecurity arm of GovTech that is committed to creating a trusted digital Government for Singapore. You will be joining the Plans, Policy & Strategy (PPSD) team which oversees cybersecurity strategies, policy and resource- planning. JOB SCOPE: - As a leader in the Cybersecurity Group, you will lead a dynamic team of high-performing professionals to shape and drive Whole-of-Government (WoG) cybersecurity strategies, plans and initiatives. You will be responsible not only for delivering strategic outcomes, but also for building team capability, developing talent and fostering a culture of excellence, innovation and collaboration. Strategic Planning and Execution Lead the development, execution and continuous refinement of WoG cybersecurity plans, ensuring they remain effective in addressing evolving cyber threats, emerging technologies and changing business needs. Identify strategic gaps, develop actionable insights and provide recommendations to strengthen the protection of Government ICT assets and improve cybersecurity outcomes across WoG. Drive the formulation of innovative and practical solutions to address complex cybersecurity challenges spanning policy, technology, operations and governance domains. Lead strategic resource planning and funding efforts, including the development of business cases and proposals to secure investments required to strengthen and scale WoG cybersecurity capabilities. Develop, assess and review cybersecurity plans, policies and governance frameworks in close collaboration with stakeholders, identifying opportunities to improve effectiveness, efficiency and consistency across Government. Oversee the implementation of strategic initiatives and transformation programmes, ensuring successful delivery of intended outcomes, milestones and organisational objectives. Performance Monitoring and Organisational Outcomes Establish and oversee performance measurement frameworks, key performance indicators and reporting mechanisms to track progress, evaluate effectiveness and drive continuous improvement. Monitor and assess the impact of cybersecurity initiatives, providing strategic advice and recommendations to senior leadership on emerging risks, opportunities and priorities. Conduct research and horizon-scanning across cybersecurity, technology, policy and related domains to inform the development of forward-looking frameworks, roadmaps and strategies. Leadership, Team Development and People Management Lead and develop a high-performing team, providing strategic direction, mentorship and growth opportunities while fostering a culture of excellence, innovation and continuous learning. Build organisational capability and future leadership pipelines through talent development, succession planning and the effective deployment of officers across strategic priorities. Drive team performance and delivery of organisational outcomes through effective resource management, prioritisation and stakeholder engagement. Stakeholder Engagement and Executive Support Build strong relationships and influence stakeholders across Government, industry and international partners to advance strategic priorities and drive coordinated action. Support senior leadership through the preparation of high-quality reports, policy papers, presentations, briefings, speeches, talking points, Parliamentary Question responses and other strategic communications. Contribute to the Division's broader responsibilities in communications, partnership development, international engagements and diplomacy efforts. Coordinate and support Government-to-Government (G2G) and Government-to-Business (G2B) engagements and events, ensuring effective stakeholder management and successful execution.
