The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking to recruit a resident tax administration advisor for the Central America, Panama, and Dominican Republic Regional Technical Assistance Center (CAPTAC-DR), based in Guatemala City. CAPTAC-DR is a multi-donor financed IMF center that delivers technical assistance and training to support capacity development in member countries, complementing headquarters-led activities. The Center provides targeted and flexible support at both national and regional levels, in coordination with development partners, with the aim of strengthening institutional capacity, fostering country ownership of reforms, and supporting regional integration. Its activities focus on key areas for institutional strengthening in member countries, including tax administration, customs administration, public financial management, financial regulation and supervision, central banking, and real sector statistics and public finance statistics. The initial contract will be for a period of one year with an option for renewal based upon satisfactory performance. It is anticipated that the advisor will remain in this position for a minimum of two years and may be extended for additional years, based upon performance and a continuing need for the specific position. The resident tax administration advisor will support CAPTAC-DR member countries in the design and implementation of tax administration reforms, ensuring alignment with FAD-recommended strategies developed through HQ missions. His/her primary responsibilities will include: consulting with the revenue authorities of member countries and supporting the Center Director in developing and monitoring the CAPTAC-DR work plan, ensuring alignment with the FAD workplan for the region; providing technical and operational advice on tax administration reforms and, as needed, supporting the implementation of recommendations arising from FAD missions and workshops; helping prepare and deliver tax administration workshops and training courses for CAPTAC-DR member countries; providing coordination and logistical support to short-term tax administration experts recruited to deliver CD to CAPTAC-DR member countries; managing the CAPTAC-DR tax administration program, including preparing work plans and budgets; ensuring that country work plans and regional initiatives are fully consistent with and support the implementation of FAD-recommended reform initiatives; and monitoring, reporting, and accounting for progress toward outcomes through a results-based management framework; assisting member countries in gathering tax administration data under the ISORA initiative; coordinating with other CD providers and their experts in the region; working closely with the CAPTAC-DR customs administration advisor; and contributing to CAPTAC-DR corporate activities, including annual reports and outreach activities.
