About the role
As a Program Specialist (Training Coordinator), you will be assigned to the selected VA Regional Office, Fiduciary Hub. You will serve as the quality review and training coordinator for the Fiduciary Hub division. You will be responsible for analyzing data associated with national program reviews, work in progress (WIP) reviews and statistical and technical accuracy reviews (STAR). You will also be responsible for conducting local quality assurance (QA) and trainings. To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/08/2026. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served at least 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. MINIMUM QUALIFICATION REQUIREMENTS: You may qualify based on your experience and/or education as described below: Specialized Experience: To qualify, applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-09 level or higher. Specialized experience is defined as knowledge of a complex field of laws, regulations and federal legislation pertaining to the full range of Veterans benefits, which should include the Fiduciary program. Examples of specialized experience include: Experience that demonstrates competence in adjudicating and authorizing veterans' claims; experience in explaining VA benefits and eligibility requirements to a variety of customers; and training/mentoring in investigation, adjudication, and authorization of claims for benefits or compensation. OR Applicants may substitute experience for education to qualify at the GS-11 grade level: To qualify, applicants must have a Ph.D. or equivalent doctoral degree from an accredited college or university, or three full years of progressively higher level graduate education leading to such a degree or LL.M, related to the competencies of this position. This graduate education (or completed degree) must demonstrate the knowledge, skills, and abilities (KSAs) to do the work for this position. Note: A transcript must be submitted with your application if you are basing all or part of your qualifications on education. OR Applicants may combine education and experience to qualify at the GS-11 grade level: To qualify, applicants may combine specialized experience and education beyond two full years of graduate level education. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e. 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. Note: A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Click here for more information. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
