This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Heating and Air Conditioning Equipment Mechanic ~ without more than normal supervision; without more than normal supervision utilizing theories of refrigerant principles and theories to repair Air Conditioning and Boiler/Heating equipment; Demonstrate proper work and safety procedures; Interpret work orders, blueprints, building plans to locate and repair HVAC Equipment; Utilize building automated systems to troubleshoot and diagnose problems with direct digital control as well as mechanical components; Determine parts and equipment for the repair and modification of HVAC Systems. Repair, modify and re/program all components for direct digital controls to keep equipment in proper operation. - - Failure to meet this Screen out Element will result in an ineligible rating. This position must also possess a current EPA Section 608 Universal Technician Certification. This is a non-negotiable requirement under the Clean Air Act (40 CFR Part 82, Subpart F). Applicants must submit proof of certification with their application. Applications without supporting documentation will be rated ineligible. Physical Effort - Installations and repairs are made from ladders, scaffolding, and platforms. Some parts of systems needing repair are in hard to reach places. Frequent standing, stooping, bending, kneeling, stretching, climbing, and working in uncomfortable positions is required. Frequently lifts, carries, and sets up tools, equipment, and parts that weigh up to 75 pounds. Occasionally lifts and carries items weighing more. Weight handling equipment is available when handling large units. Working Conditions - Work is performed inside and outside, frequently in cramped and awkward positions or in a shop area which is usually adequately heated and ventilated. Works in rooms on concrete floors, and is exposed to gas, ash, dust, and bums from scalding water and contact with heated systems and parts. Work is frequently dirty and greasy. Subject to variable temperatures when working in cold storage rooms and high temperatures when working on boilers. Subject to possible injuries such as cuts, broken bones, bruises, burns, electric shock, falls from ladders, scaffolding and platforms, and dropping moderately heavy items, and possible respiratory disorders due to inhalation of refrigeration gasses.
