GovTech is the lead agency driving Singapore's Smart Nation initiatives and public sector digital transformation. As the Centre of Excellence for Infocomm Technology and Smart Systems (ICT & SS), GovTech develops the Singapore Government's capabilities in Data Science & Artificial Intelligence, Application Development, Smart City Technology, Digital Infrastructure, and Cybersecurity. At GovTech, we offer you a purposeful career to make lives better where we empower our people to master their craft through robust learning and development opportunities all year round. About Digital Society Products We are Digital Society Products (DSP). We build tech for public good. Anchored in the Ministry of Culture, Community & Youth (MCCY) serving a Whole-of-Government mandate, we create solutions that solve real citizen problems and modernise public services. We turn policy goals into working software. With a strong heritage in GovTech, our team has a long history of shipping national-scale digital products. Our portfolio includes: CulturePass: Democratising access to arts and culture for all Singaporeans. CrowdTaskSG: A crowdsourcing platform that empowers citizens to contribute to national policy and projects. Wireless Alert Alarm System: A critical safety net deployed in seniors' homes to provide immediate aid. [What you will be working on] You will be the design voice in a discovery squad, leading the human-centred work that shapes what gets built - and why. Lead Design Research Plan and execute mixed-method research (interviews, contextual inquiry, diary studies, surveys) to surface user needs, pain points and mental models. You synthesise findings into clear insights that the whole team - including non-designers - can act on. Map Services End-to-End Go beyond screens. Use service design tools - service blueprints, journey maps, ecosystem maps, stakeholder maps - to understand and articulate the full service experience across channels, touchpoints and backstage operations. Frame Problems, Define Opportunities Collaborate with Product Managers and policy teams to translate ambiguous briefs into clear problem statements and opportunity spaces. You bring the user's voice into strategy conversations and help teams avoid solving the wrong problem. Co-Create and Prototype Run ideation workshops and co-design sessions with stakeholders and users. Rapidly prototype concepts - from rough sketches to high-fidelity interactive mockups - to test assumptions early and validate direction before any code is written. Produce High-Quality Design Artefacts When the direction is clear, produce polished UI designs, interaction flows and design specifications that are ready for handover. Your production work sets the quality bar for what delivery teams will build. Influence and Communicate Present your work compellingly to senior government stakeholders and C-suite audiences. You translate complex user insights and service concepts into narratives that earn alignment and build confidence in the proposed direction. Deliver Clarity Through Design Your final output in discovery is a validated, well-articulated design direction - service concepts, UX principles, interaction patterns and a clear design vision - ready for seamless handover to a delivery team. [What we are looking for] We are looking for a Senior UX Designer with a generalist's range: someone equally at home facilitating a research session, mapping a complex service ecosystem, and crafting a pixel-perfect prototype. You are not a specialist researcher, and you are not a visual designer alone - you are someone who can do it all, and knows when to use each tool. In this role, you will be embedded in discovery squads alongside Product Managers, Engineers and Policy teams. You will lead the design-side of the "0-to-0.5" phase - helping us ask better questions, see the full picture and define service concepts that are human-centred, viable and future-ready. Note: This role is upstream of delivery. Once a direction is validated and handed over to implementation teams, you will move on to the next discovery challenge. Experience: 5+ years of UX design experience, with a portfolio that demonstrates work across research, service design and UI. Design Research: Proven ability to lead design research - planning studies, conducting fieldwork, synthesising insights and communicating findings to diverse audiences. Service Design: Hands-on experience with service design tools: service blueprints, journey maps, ecosystem mapping and stakeholder alignment workshops. Production Craft: Strong visual design and prototyping skills - you can go from whiteboard sketch to high-fidelity, interactive prototype with confidence. Strategic Thinking: Ability to navigate ambiguity, hold the user perspective in complex stakeholder environments, and translate policy intent into human-centred concepts. Facilitation & Communication: Excellent communication and facilitation ski
