The COO ensures that Medicaid operations are efficient, compliant, data‑driven, and aligned with departmental goals, federal and state regulations, and the needs of beneficiaries, providers, and partners. This role leads cross‑functional teams to drive operational excellence, system modernization, and continuous improvement across the program. Knowledge Skills and Abilities/Management Preferences "This position is exempt from the provisions of the North Carolina Human Resources Act. Employees in this classification are not subject to the recruitment, selection, and priority consideration requirements of Chapter 126 of the North Carolina General Statutes." [ Recruitment Range: $150,000 - $185,000 Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. Deep understanding of Medicaid operations, regulatory requirements, and health system delivery. Strong operational management skills, including process improvement, performance measurement, and risk management. Proven ability in establishing and maintaining effective working relationships with internal and external stakeholders; Excellent oral and written communication skills; Proven ability to establish and articulate a vision, set goals, develop and execute strategies, and track and measure results. This position is funded in part through federal funds. This position will close at 11:59 p.m. the night before the end date.
