TECHNICAL QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Expert technical knowledge of IC and DoW concepts, principles, policies, and procedures for resource management, with emphasis on the Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) system. 2. Demonstrated experience in design of internal controls in support of financial statement auditability and financial management systems, and implementation of financial execution processes utilizing internal/external operational best practices and procedures. 3. Demonstrated performance leading, supervising, and training progressively larger teams in increased authority and responsibility, to include successful integration of career development to ensure a current and future highly competent workforce. In addition to the above Technical Qualifications, the below qualifications are also desired: 1. Advanced understanding of IC and DoW acquisition processes, with emphasis on cost estimation and alignment with budget, system architectures, and delivery schedules. 2. Knowledge and understanding of the roles, mission, functions and organizational structure of the National System for GEOINT (NSG) and the Allied System for GEOINT (ASG), and how they are integrated and resourced to deliver the National security missions.
