About the role
We are looking for an experienced HSE Manager to oversee the safety, health, security, and environmental management of our Singapore project. The successful candidate will be responsible for implementing HSE policies, ensuring regulatory compliance, and driving a strong safety culture across the site.
Responsibilities
- Oversee site-wide safety, security, health, and environmental management for the Singapore project.
- Develop the site HSE execution plan, establish HSE management procedures and measures, and supervise the effective implementation of safety requirements.

- Deliver HSE training and awareness programs for project staff.
- Organize and lead site HSE meetings.

- Work with construction engineers to develop and review safe work method statements for high-risk activities, and ensure proper implementation.
- Liaise with relevant authorities for inspections and other HSE-related matters.
- Coordinate with owners, general contractors, subcontractors, and material suppliers to ensure HSE compliance.
- Collect HSE records and reports regularly, monitor key performance indicators, and recommend improvement actions.
- Lead accident investigations, prepare detailed incident reports, and implement targeted corrective measures.
- Perform other duties assigned by the Project Manager.
Requirements
- Bachelor's degree or above in Safety, Environment, Construction, Mechanical Engineering, or a related discipline.
- At least 8 years of experience in construction site management, including at least 5 years in the pharmaceutical, chemical, or food industry; project experience in Singapore is preferred.
- Strong knowledge of safety management practices, with excellent communication and execution skills.
- Familiar with local laws and regulations related to safety, health, security, and environment.
- Knowledge of BizSAFE, ISO management systems, WSHMS, and GGBS.
- Strong decision-making ability and sound judgment.
- Proficient in Microsoft Office applications.
- Excellent communication and interpersonal skills.
- Possess a valid Singapore safety management qualification certificate.
- Able to communicate in Mandarin to liaise with Mandarin-speaking stakeholders, subcontractors, or project teams when required.
