Mobius is seeking a Journeyman Acquisition Specialist. In this role, you will provide acquisition management support personnel for the Joint Warfare Analysis Center (JWAC). JWAC provides the Combatant Commands (COCOMs), U.S. Strategic Command (USSTRATCOM), and the Joint Staff with effects-based, precision targeting options for selected networks and nodes to carry out the national security and military strategy of the United States during peace, crisis, and war. This position supports acquisition management for JWAC, located at the Naval Support Activity in Dahlgren, Virginia (VA). The successful candidate will conduct acquisition planning and support activities for current and future programs in accordance with Federal, DoD, Air Force, and JWAC laws, regulations, policies, directives, and instructions. This full-time salaried position serves onsite with the client in Dahlgren, VA and could require some travel within the continental United States. Duties of a Journeyman Acquisition Specialist may include: Acquisition Planning & Execution: Support project monitoring, project planning, scheduling, and overall execution of existing programs and new acquisition initiatives. Financial & Budget Support: Provide financial monitoring, budget analysis support, obligation and budget execution tracking, and daily funds monitoring. Compliance & Program Management: Assist government acquisition managers in ensuring programs conform with current DoD directives (i.e., 5000 and 8000 series), JWAC policies, and approved Acquisition Program Baselines (APB). Monitor contractor cost, schedule, and performance against higher-level taskings. Lifecycle Contracting Support: Assist in the coordination of Integrated Project Teams (IPTs) for requirements development, solicitation development, source selections, and pre- and post-award monitoring activities Capability & Milestone Planning: Support various program activities including IPT meetings, translating requirements matrices to capability planning/development, vendor performance tracking, milestone planning, and decision document preparation. Metrics & Database Management: Maintain a current status of all acquisition activities, perform delivery performance analysis, and maintain metrics/reports within a government database. Identify acquisition process bottlenecks and develop remediation action plans. Documentation: Assist in drafting reports on research and findings for IPTs, Functional Managers (FM), and senior JWAC decision-makers. Assist in preparing Program Management Directives (PMD), Initial Capabilities Documents (ICD), Capability Development Documents (CDD), and Combat Capability Documents (CCD).
