Job Description Summary Organization's Summary Statement: The Department of Computer Science is top ranked for research and teaching, with its undergraduate computer science program ranked 9th among public universities by U.S. News & World Report. The undergraduate program currently educates almost 4,000 students from around the world. The graduate program ranks 10th on CS Rankings and 16th in the nation by US News, with over 400 graduate students enrolled. The Department has 67 tenure-track faculty members, many of whom have been recognized with memberships in the National Academy of Engineering, fellowships in professional scientific organizations including ACM and IEEE, NSF Faculty Early Career Development awards and Sloan Fellowships. In conjunction with UMIACS, the Department receives over $30 million annually in external research funding. Position Summary: The Program Manager, Payroll and Human Resources is the department's sole practitioner and has primary responsibility of all day‑to‑day payroll and HR programs, serving as the department's authoritative subject‑matter expert for faculty, staff, and students. This role exercises independent judgment and decision‑making authority in managing a bi‑weekly payroll for over 500 employees, ensuring compliance with UMD policies and procedures and various federal and state laws, resolving issues, improving operational efficiency, and maintaining data integrity. While the position reports to a Director, the Program Manager independently manages and administers the department's payroll and HR programs, escalating only exceptional, precedent setting, or complex employee‑relations matters as appropriate. The Program Manager is responsible for the end‑to‑end administration and continuous improvement of payroll, appointment, onboarding, and offboarding processes for faculty, staff, and graduate assistants. The role analyzes payroll and HR data, interprets and applies University policy, develops departmental procedures and resources, and serves as the primary liaison and departmental representative to central HR, Payroll, Benefits, the Graduate School, and partner units. Physical Demands: Work is performed primarily in an office setting with prolonged periods of sitting at a desk and working on a computer. Substantial movements (motions) of the wrists, hands, and/or fingers for typing, data entry, and operating equipment. Exerting up to 10 pounds of force. Occasionally required to lift, carry, or move items weighing up to 15 pounds. The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; viewing a computer terminal; extensive reading.
