The Maine Department of Education is seeking a Management Analyst II to support the Child Nutrition Program. In this role, you will help manage millions of dollars in federal nutrition funding, provide technical guidance to school and community partners, analyze financial and program data, and contribute to the development and implementation of statewide program systems and initiatives. This position offers an opportunity to make a meaningful impact on programs that support children and families across Maine. PURPOSE: This position is the system administrator for all USDA Food and Nutrition Services programs (including the National School Lunch Program, School Breakfast Program, Summer Food Service Program, Child and Adult Care Food Program, and fiscal department) under the Department of Education Child Nutrition Reporting and Claiming System. It prepares documentation used to develop budgets and work programs. This position has regular contact with local school administrators, program sponsors, Department of Administrative and Financial Services and the USDA for the reporting and claiming system. It provides training and presentations to local administrators and school level staff via phone or in-person methods and virtually, via PowerPoint. Training and presentations may be one on one or in large groups. This position is responsible for all statistical data and financial reporting of the Child Nutrition Programs to the USDA. In addition, this position manages program applications and waivers for all FNS programs in order to ensure compliance with federal regulations and state procedures. KNOWLEDGE, SKILL & ABILITIES: Knowledge and ability to plan and organize work activities with minimal supervision Knowledge of federal and state regulations Knowledge and demonstrated experience of AdvantageMe system Strong knowledge of the online Department of Education Reporting System; currently NEO, CNPweb, AdvantageME, and Maine Pays Knowledge of fiscal action sections of the Child Nutrition administrative review process Knowledge of state budget process and system Knowledge and ability to create Financial Status Reports as needed to provide the financial status of various accounts Knowledge of Federal Grants Knowledge of online reporting to Federal Agency Knowledge and ability to apply and assure consistent application of State and Technical policies, procedures and guidelines Knowledge and ability to interpret, compile and calculate financial data Knowledge and ability to accurately allot funds and distribute funds to various accounts Knowledge and ability to allocate charges and expenditures to various accounts with accuracy An ability to consult and confer with accountants and other professionals for advice and guidance when needed Ability to interact effectively with a broad range of customers, both internal and external Ability to communicate effectively both orally and in writing Ability to use computers and other technology to improve efficiency and operations
