The primary purpose of this position is to maintain an account of valid manpower requirements in compliance with resource allocation and organization policy and to conduct analysis evaluation and project management within the Manpower and Organization Flight assigned to the Force Support Squadron. This is a developmental position with known promotion potential to the target position of Management Analyst, GS-0343-12. Incumbent works closely with supervisor in performing duties identified in full performance personnel document. When the supervisor determines that full proficiency has been acquired, a Request for Personnel Action (RPA) will be submitted to the Civilian Personnel Office with an annotation that the incumbent is performing the full range and scope of duties and responsibilities for promotion. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: applying management and organization principles and theories, including standardized administrative practices and procedures; gather, analyze, and evaluate information concerning management processes, draw conclusions, and recommend appropriate action; applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. OR EDUCATION for GS-09: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION for GS-09: Less than the full amount of specialized experience described in the job opportunity announcement; however, have at least one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: applying CPI analytical and evaluative methods and techniques for complex issues or studies concerning the efficiency and effectiveness of program operations; applying pertinent laws, regulations, instructions, policies, and precedents affecting the use of program and related support resources; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. OR EDUCATION FOR GS-11: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-11: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
