Management and Program Analyst, GS-0343-11/12 FPL-12 (DE)

About the role

This position is located in the U.S. Department of Education, Office of Planning, Evaluation and Policy Development, Execution, Formulation and Reporting Branch. OPEPD serves as the principal adviser to the Secretary on all matters relating to policy development, implementation, evaluation, and review, budget proposals and processes, data strategy and governance, and student privacy. Minimum Qualification Requirements You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-11: One year of experience in either federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience with policies, procedures, and regulations that can be adapted to coordinate budget execution and analytical reports for at least one program. 2. Experience analyzing data to resolve problems and develop recommendations to management with supervision. 3. Experience with the administration of activities to support a financial or budget process, including activities that demonstrate analytical and evaluative capabilities. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of applying qualitative or quantitative analytical methods to evaluate program effectiveness and to enhance management processes and systems. 2. Ability to learn details of statutory provisions, regulations, and guidance relevant to education programs. 3. Skill in planning, communication, scheduling, and managing projects and studies. EDUCATION (see EDUCATION SECTION of the vacancy announcement) OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level You may meet the minimum qualifications for the GS-12, if you possess the specialize experience. Experience with the administration of activities to support a financial or budget process, including activities that demonstrate developing new analytical procedures.
