Seneca Federal Solutions is seeking a Mid‑Level Environmental Planner to provide direct technical and regulatory support to the Bureau of Indian Affairs (BIA), Division of Environmental, Safety, and Cultural Resources Management (DESCRM), in Phoenix, Arizona. This position supports environmental planning and compliance activities under the National Environmental Policy Act (NEPA) and related federal statutes across the BIA Western Region. The Mid‑Level Environmental Planner serves as a key contributor responsible for preparing, reviewing, and coordinating environmental documents, while working closely with senior staff, agency partners, and Tribal stakeholders. The role requires sound professional judgment, strong technical writing skills, and the ability to manage assigned tasks independently within established program frameworks. This position requires a minimum of two (2) days per week working on-site at the BIA DESCRM office in Phoenix, Arizona. Additional in-office presence may be required based on project needs and government direction. Key Responsibilities include, but are not limited to: NEPA & Environmental Compliance Prepare, edit, and coordinate NEPA documentation, including: Categorical Exclusion (CatEx) documentation Environmental Assessments (EAs) Supporting technical reports and environmental analyses Conduct technical reviews of NEPA documents prepared by others to ensure adequacy, consistency, and compliance with federal requirements. Assist in processing NEPA actions through agency tracking systems and databases (e.g., NEPA Tracker). Apply knowledge of federal environmental regulations, including NEPA, ESA, CWA, CAA, and related laws, to assigned projects. Technical Analysis & Review Prepare or review technical materials such as: Biological assessments and technical memoranda Environmental monitoring summaries (e.g., wetlands, endangered species) Environmental impact avoidance and mitigation documentation Participate in interdisciplinary project coordination involving transportation, utilities, renewable energy, and land management actions. Support quality assurance and document control processes. Coordination & Stakeholder Support Coordinate with Federal, Tribal, state, and local agencies under the direction of senior staff. Support Tribal consultation and interagency coordination efforts. Assist with public involvement activities, including preparation of outreach materials, meeting summaries, and response tracking. Maintain project files, correspondence records, and distribution lists. Programmatic & Office Support Provide program support to DESCRM staff, including responding to data calls, organizing records, and supporting project reporting requirements. Participate in monthly coordination and reporting activities, as required. Assist senior staff with workload tracking, schedules, and task prioritization. Field & Travel Support Participate in site visits and field activities as required. Prepare trip summaries and support documentation following fieldwork. Occasional travel within or outside the Western Region may be required. Required Qualifications Bachelor's degree in Environmental Science, Environmental Studies, Planning, Biology, Anthropology, Natural Resources, or a closely related field. 3-5 years of professional experience in environmental planning, environmental compliance, or a related field.
