TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. There is no time in grade requirement for the GS-05. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. MINIMUM QUALIFICATION REQUIREMENTS: You may qualify based on your experience and/or education as described below: GS-07 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-05). Specialized experience is defined as experience in accounting or financial operational systems, analyzing reports/data and applying procedures in compliance with applicable laws and regulations. Examples of specialized experience would typically include, but are not limited to: Basic analytical, technical and customer service skills and ability to make recommendations based on research; Procuring supplies, equipment or services for an organization in accordance with regulations governing the type of purchase; Assisting with budget development and execution; Providing organizational support services for an organization such as timekeeping, preparing travel vouchers, documents or correspondence and responding to procedural questions from staff or the public. -OR- Applicants may substitute a bachelor's degree with Superior Academic Achievement (SAA) for the experience required for the GS-07 level. SAA is based on a GPA of 3.0 or higher out of a possible 4.0; class standing in the upper third of graduating class; or election to membership in a national scholastic honor society. Such education must demonstrate the competencies for this position. -OR- Applicants may also combine education and experience to qualify at the GS-07 level. Equivalent combinations of Specialized Experience and Graduate-level education. (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.) GS-09 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07). Specialized experience is defined as experience in federal accounting or financial operational systems, analyzing and auditing federal reports, data or procedures in compliance with applicable federal laws and regulations. Examples of specialized experience would typically include, but are not limited to: Compiling or analyzing a federal organization's budgetary or financial data to ensure accuracy and identify problems under the pressure of quickly changing priorities and time constraints; Auditing and certifying federal reimbursement vouchers resulting in payment to claimants or other businesses or agencies; Interpreting and applying laws or regulations related to federal financial analyses and organizational improvement initiatives; Providing senior level technical advice to federal employees and management on the principles, practices, and laws pertaining to finance programs and operations; and Analyzing financial information for the purpose of recommending efficient use of federal resources. OR Education Substitution: You may substitute education for the required experience. To qualify based on education you must have: A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related.
