The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 83 NOS/CYO. Also, serve as senior information technology (IT) specialist program manager and consultant to management in support of installation AFNet Enterprise Services delivery, requirements and implementations. This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for the GS-2210, Information Technology (IT) Management Series (Alternative A). Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Knowledge of communication methods, principles, and concepts that support the network infrastructure. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements; knowledge of system architecture, integration techniques, and testing methods. Knowledge of information technology (IT) security principles and methods (e.g., firewalls, demilitarized zones, encryption); safety and security regulations, practices, and procedures; security practices for ensuring the safeguarding of classified information. Skill in applying methods and practices for troubleshooting, recovering, adjusting, modifying, and improving network and systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgements; ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
