JOB SUMMARY Performs a variety of directed administrative, technical, and professional functions to support the functions of early childhood providers. The Early Childhood Specialist/Consultant is responsible for creating professional relationships with current and future licensed childcare providers in homes and facilities, as well as assisting in PCF team functions and duties as assigned by leadership. This position will support childcare provider state systems navigation, business consultation, shared services coordination, support the functions of the Colorado Food Program, pre-licensing and guidance with childcare licensing, resource development, and referrals to all available services. This position will be responsible for staying abreast of changes to state regulations, legislation, grant availability, tuition assistance programs, and any other applicable programs to support childcare provider business health to increase family access. ESSENTIAL JOB FUNCTIONS The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required. Provide technical assistance, pre-licensing training, and inspection simulation to evaluate licensed child care facilities and homes for compliance with licensing regulations. Review and evaluate licensing applications and supporting documentation, including but not limited to policies and procedures, background checks, child abuse/neglect records, health, fire, building, and zoning reports. Evaluate child care programs through the analysis of such documents as: policies and procedures, behavior management and discipline, staff qualifications/files, child files, medication administration, immunizations, and activity plans. Assist facilities with technical assistance in order to help ensure compliance with licensing and health regulations. Create training and resources for child care providers. Provide consultation and education to unlicensed and licensed providers, state and local officials, citizens, business owners, etc., through verbal or written contact, public speaking, and training. Assist with the coordination of Colorado Food Program (CFP) sponsorship for MCPH Create detailed CFP inspection reports to document all findings that could be admissible in court proceedings. Conduct monthly menu, meal, receipt, enrollment and documentation audits of all child care providers participating in CFP under our sponsorship. Assist facilities with technical assistance in order to help ensure compliance with CFP regulations. Use numerous databases and scan all necessary documentation per standard operating procedures. Maintain a log of all CFP inspection activities to ensure inspection timelines are met according to standard operating procedures. Expand CFP sponsorships to more facilities, including child care homes. Collaborate with local mental and behavioral health experts to deliver equitable access to resources. Coordinate trainings and events for a variety of audiences focusing on child health, developmental screenings, and family education. Perform comprehensive consultations with established and new child care providers to ensure environments and practices are appropriate.
