This is a developmental position leading to the full performance grade. The incumbent performs developmental assignments intended to broaden knowledge and skills to reach the full performance level. The purpose of this position is to establish a career ladder developmental position which allows progressively higher-level duties and responsibilities to be performed leading to successful promotion. IDEAL CANDIDATE STATEMENT The ideal candidate for the Emergency Management Specialist (COOP) (Continuity of Operations Manager) position will have experience supporting emergency management and continuity programs in a dynamic organizational environment. The candidate should demonstrate strong analytical skills, including the ability to assess program requirements, assist in developing procedures, and support readiness initiatives. Excellent communication and interpersonal skills are essential to effectively collaborate with stakeholders, support training and exercises, and contribute to continuity planning efforts. The ideal candidate will be detail-oriented, adaptable, and able to manage multiple priorities while supporting the development and implementation of programs that ensure continuity of essential operations. MINIMUM QUALIFICATIONS To be qualified for this position at the GS-12 level, applicants must have one year of specialized experience equivalent to the GS-11 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of an Emergency Management Specialist (COOP) (Continuity of Operations Manager) at the GS-12. Specialized experience includes: Experience supporting or assisting in the development, implementation, or evaluation of emergency management or Continuity of Operations (COOP) programs, including participation in planning, preparedness, and response activities; and Experience analyzing program requirements, assisting in developing policies or procedures, and supporting initiatives designed to improve organizational readiness and continuity of essential operations; and Experience assisting with training, testing, or exercise programs and coordinating with internal and external stakeholders to support emergency preparedness, continuity planning, or operational readiness efforts.
