Supervisory Vehicle Management Specialist

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to installation vehicle management and analysis section. In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems, in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Examples of specialized experience include: Knowledge of the wide range of policies, procedures, methods, regulations, instructions, and other guidance and precedent related to Vehicle Control, Vehicle Maintenance, and Fleet Management; Knowledge of departmental policy guidance, regulations, instructions, directives and fleet management training tools related to fleet maintenance for the purpose of managing motor vehicles using prescribed automated systems in accordance with federal statutes and local policies, to include analysis and report functions; Knowledge and skill in planning, scheduling, monitoring and analyzing vehicle maintenance and skill utilizing report functions to ensure the effective and efficient management of motor vehicle assets. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in a related Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the wide range of policies, procedures, methods, regulations, instructions, and other guidance and precedent related to Vehicle Control, Vehicle Maintenance, and Fleet Management. Knowledge of departmental policy guidance, regulations, instructions, directives and fleet management training tools related to fleet maintenance for the purpose of managing motor vehicles using prescribed automated systems in accordance with federal statutes and local policies, to include analysis and report functions. Knowledge and skill in planning, scheduling, monitoring and analyzing vehicle maintenance and skill utilizing report functions to ensure the effective and efficient management of motor vehicle assets. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. Knowledge of safety and security regulations, practices, and procedures. Skill in gathering, assembling, and analyzing sources of factual information such as that found in inventory and supply data. Skill in written forms, schedules and reports related to the obligation and expenditure of funds. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.
