About the role

This position is located at the Office of Military Commissions-South (OMC-South) at Guantanamo Bay, Cuba, which provides operational planning and administrative support, including information technology and security support, for OMC trial operations. The Office of Military Commissions (OMC) was established by the Secretary of War (SecWar) in 2004 as part of Operation Enduring Freedom, and deals with the trials of enemy combatants who violate the laws of war. For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Supervise staff overseeing the planning of current and future operations; and Participate in the planning, coordination, and development of current and future operations and functions; and Develop innovative solutions and long-range plans for current and emerging operations and requirements; and Provide full administrative and technical supervision of a staff, ensuring training, development, performance management, awards, and disciplinary concerns are addressed EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Current DoD competitive service employees may be entitled to statutory return rights to their former position for up to 5 years if selected for this position. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to successful applicants for positions at overseas locations. For this provision to apply to employees already overseas, the selected individual would have to require a permanent change of station move and would have to be selected as a result of a recruitment effort that had been extended outside of the overseas command involved.
