Job Role Overview Lead and supervise a team of Estate staff in the smooth running of the Estate operations to achieve optimal effectiveness and efficiency. Job Responsibilities 1. Operations Responsibilities - Work closely with event coordinators from respective departments by providing logistical support, storage and space maintenance. - Manage security card access system and a team of contracted security guards - Review and update processes, policies and procedures in compliance with regulations and required standards for facility management. - Manage and contract the use of SBC facilities and utilities with external parties for rental, lease and extended use of dormitories, apartments, worship hall, classrooms etc) - Ensure proper security protocols, access card systems and security monitoring measures are in place and enforced throughout the premise. - Manage a team of cooks who would provide meals to employees and students. 2. Estate Responsibilities - Plan and manage College's building facilities effectively (i.e. offices, classrooms, dormitories, canteen, carpark, landscaping etc), including operations, security and fire-safety. - Conduct fire drills and other fire safety matters, and carry out regulatory submissions as required. - Identify and drive improvement projects and manage facilities upgrade and cost control. - Maintenance of building facilities: water systems, electrical and solar power systems, air-conditioning systems and other equipment to ensure safety and business continuity. - Handle procurement of materials and services to justify for cost-effectiveness. - Manage and update contracts and licenses renewals to ensure no lapses in maintenance schedules, validity of contracts, licenses and lifespan of equipment and parts. - Source, engage and coordinate contractors, builders, architects etc for renovation or rectification work. - Compile quarterly report, asset listings and budget proposal. - Manage and mentor student helpers. - To attend promptly (including after office hours) to emergencies such as power failure, water leakage. 3. Maintenance Supervisor Responsibilities - Daily facilities check, identify rectification work and track resolutions progress to ensure safety, smooth and timely resolutions. - Brief and assign daily repair/maintenance tasks to onsite maintenance technicians. - Lead and monitor the repair work and work solutions progress. - Physical and online procurement of spare parts for repairs. - Maintain inventory stock of spare parts for repairs. - Update and submit monthly maintenance checklists. 4. Other Responsibilities - Support Facilities Subcommittee and Campus Redevelopment Committee administratively - Any other duties and assigned by Senior Director Administration Job Specifications - Degree in Mechanical, Electrical or Civil Engineering or Facilities Management discipline preferred - Minimum 5 years' experience in facilities maintenance, including 2 years in College setting preferred - Hold a detailed understanding of building procedures and infrastructure - Proven experience of having a flexible approach and the ability to work under pressure - A working appreciation of contracts and contract management - Track record of leading, motivating and developing teams - Flexible in working hours to meet the needs of the College - Understanding of related trades in ACMV, Mechanical, Electrical, Building and BASCO/FRC - Basic knowledge of space planning and utilisation would be good to have - Good stakeholder management and able to engage with Senior Management confidently - Able to attend in the event whereby the breakdown requires after office hours and/or weekends. - Possess certification of Fire Safety Manager (SCDF) will be advantageous - Ability to take initiative and effectively operate with general direction. - Excellent written and verbal communication skills. - Strong organisational and analytical skills. - Independent, able to work with minimum supervision and have a good understanding of critical workflow - Pro-active, ability to prioritize work and provide efficient and timely service to achieve desired results
