About the role
You will lead and manage the Project Management Office (PMO) for a large-scale IT managed services engagement at the client's premises in Singapore. Responsibilities
- PMO Governance & Operations
- Lead the daily operations of the project office and ensure alignment with the client's governance standards
- Implement and maintain the PMO governance model based on company best practices for large and complex IT programmes
- Integrate all components of the project office including planning, reporting, risk management, and change control
- Ensure all project office processes and procedures are documented, current, and audit-ready
- Programme & Stakeholder Management
- Work closely with the account DPE / PE on all delivery, escalation, and strategic matters
- Act as lead negotiator and decision-maker across project work streams and with third-party vendors
- Manage relationships with the client's senior management and key stakeholders
- Chair and facilitate project review meetings, steering committee meetings, and governance forums
- Performance & Reporting
- Provide weekly, monthly, and quarterly performance reports tothe client covering project status, risks, issues, and milestones
- Monitor SLA adherence and escalate service performance issues in a timely manner
- Track and report on attrition, human resources, and staffing levels as required
- Maintain minutes of meeting and distribute to Delivery and Procurement teams
- Team Leadership & Resource Management
- Lead and mentor the project office team to deliver projects more effectively
- Ensure adequate skilled staffing levels are maintained across all managed service lines
- Oversee the onboarding, handover, and off boarding of all resources; ensure minimum 2-week handover for all replacements
- Drive a retention programme and maintain strong communication with all supplier personnel
- Ensure all engineers meet minimum qualification, experience, certification, and background check requirements
- Compliance & Security
- Ensure all supplier resources comply with CAT2 / CAT2B security clearance requirements
- Oversee compliance with the client's information security policies, standards, and guidelines
- Participate in annual security reviews and audits as requested by the client
- Ensure background checks are conducted for all proposed candidates; manage any compliance failures per SOW terms
- Ensure resources are compliant with Singapore Employment Act entitlements and Country Labour Law requirements
- Service Improvement
- Conduct internal quality checks on SOPs, service request forms, and first-visit resolution classification
- Review and recommend improvements to service processes and procedures on a regular basis
- Technical & Professional Requirements
- Degree or Diploma in IT, Engineering, Business, or related field
- CAT2 / CAT2B security clearance eligibility
- 5+ years of experience in IT project management or PMO leadership
- Strong negotiation and stakeholder management skills
- Proven experience managing large-scale, complex IT programmes
- Experience in IT managed services or outsourcing environment
- Strong understanding of PMO governance models and frameworks
- Able to manage multiple work streams simultaneously under pressure
- Proficient in project management tools and reporting
- Must pass background check before deployment
- Strong written and spoken English - able to present confidently to senior stakeholders
- Preferred Qualifications
- PMP (Project Management Professional) certification
- ITIL Foundation or above
- Experience in healthcare IT, government IT, or regulated industries
