About the role

You will serve as a HUMAN RESOURCE SPECIALIST (EMPLOYEE BENEFITS) in the WORKFORCE RELATIONS (N11A3), LABOR/EMPLOYEE & WORKFORCE RELATIONS BR (N11A), CIVILIAN WORKFORCE POLICY & SUSTAIN DIV, TOTAL WORKFORCE MANAGEMENT PROGRAM OFFICE (N1) of MILITARY SEALIFT COMMAND MSC. GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience processing claims and investigating circumstances of complex claims to appropriately review, manage, or reduce the costs associated with the injury compensation program and advisory services to identify employee's medical restrictions, summarize nature of disability, and employment history job skills to facilitate return placement. Experience conducting in-depth analysis of the costs to determine injury and cost trends, assess financial impact, and develop potential cost reduction control strategies through review and analysis of OWCP change back reports and other available data. Experience providing technical guidance and counseling to supervisors and employees regarding the consideration and procedures involved in reporting job related injuries/illness and processing compensation claims. Experience applying FECA principles, concepts, laws, regulations as well as updating, maintaining, reconciling, and administering records management retention schedules for policy, case files, and documentation according to Department of Labor and agency requirements. Experience applying analytical and evaluative methods and techniques to program related issues and studies to evaluate the efficiency and effectiveness of FECA programs and recommend innovative solutions. Experience applying leave administration laws, regulations; providing advice and guidance to managers, and employees and providing advice on employee grievances and claims involving leave entitlements. Experience and comprehensive knowledge of special leave programs, such as FMLA, Family Friendly Level (FFL), Paid Parental Leave (PPL), and Voluntary Leave Transfer Programs.
