The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence. Description of Work The primary purpose of this position is to provide supervisory oversight of the Background Authorization Unit (BAU). The supervisor will oversee the access agreement process which allows agencies to send background checks to the SBI for processing. This position must have a thorough knowledge of North Carolina statutes related to background checks and how to apply these statutes to non-criminal justice agencies seeking access to Criminal History Record Information (CHRI). This person will work with agencies to ensure any new legislation meets FBI standards. The supervisor will set a 3-year audit schedule for all non-criminal justice agencies and assign Authorization Specialists to handle these audits. They will also create a Non-Criminal Justice Policy and Implementation Guide and all audit documents, and train specialists to perform these audits. This person must be proficient with the audit software and will train others in its use. They will work with the Program Manager and SAC of CIIS (Criminal Information and Identification Section) to develop procedural improvements and policy updates for the unit. Key Responsibilities include but are not limited to: - Provide leadership, guidance and oversight to BAU staff - Establish the 3-year audit cycle for non-criminal justice agencies and assign staff to complete these audits - Create a Non-Criminal Justice Policy and Implementation Guide and update as needed with changes from FBI CJIS - Review of new background check-related NC statutes to ensure they meet FBI requirements - Work with the Program Manager and SAC of CIIS to have all new background check-related NC statutes approved by the FBI - Review annual modifications to FBI CJIS Security Policy and relay changes to non-criminal justice agencies - Train staff on use of all audit-related software Position/Physical Requirements: - Obtaining Division of Criminal Information Network certification within six months of hire is required for this position, with recertification every two years. - Must be a U.S. citizen due to security requirements for accessing SBI applications to which the person in this position must have access. Knowledge Skills and Abilities/Management Preferences Salary Range: $47,703 - $83,479 Salary will be based on relevant qualifications, internal equity, and budgetary considerations for the advertised position.
