Business Analyst (ICT Procurement and Contract Services)

About the role

We're looking for a sharp, detail-oriented Business Analyst to join a team that sits at the intersection of technology, policy, and public value . In this role, you'll help shape how the Singapore Government buys and manages ICT - from cloud and SaaS solutions to large-scale digital infrastructure. This is not a back-office function. You'll be working on contracts and projects that directly impact how public agencies serve citizens, with exposure to senior stakeholders across Government and industry.

Responsibilities

• Contract and Project Management
• Be the first point of contact for Government agencies on contract and procurement matters - triaging queries, coordinating with contract managers, and ensuring issues are resolved smoothly.
• Support end-to-end project coordination for ICT tenders: timelines, stakeholder communication, and supplier engagement.
• Turn raw data from multiple systems (ITSM portals, GeBIZ, spreadsheets) into clean, actionable intelligence for decision-makers.
• Run the annual system polls, analyze agency returns, and spot trends that inform procurement strategy.
• Contribute to the development and continuous improvement of procurement documentation.
• Procurement & Market Intelligence
• Support industry engagement activities and analyze procurement data to guide smarter buying decisions.
• Assist in tender preparation, evaluation, and award processes.
• Identify value creation opportunities and process improvements in ICT procurement operations.
• Compliance & Assurance
• Ensure strict adherence to Government procurement policies.
• Support audit activities and drive findings through to closure.

Requirements

• Qualification
• Degree or Diploma in Computer Science, Information Systems, Infocomm Technology, Computer/Electronics Engineering, or related field.
• Minimum 5 years in the ICT industry and/or Government procurement
• Technical Edge
• Familiarity with Government e-procurement systems, tender evaluation, and contract negotiation. Knowledge of the Government Instruction Manual on Procurement is a strong plus.
• Domain Knowledge
• Solid grasp of ICT procurement practices, market trends, and pricing models. Experience with
• Cloud, SaaS, and Agile projects

• Proven IT business analysis experience. Proficiency in
• Tableau or Power BI

• Experience automating contract management systems or leveraging
• Generative AI tools
