About the role

The Program Specialist is located within the Spinal Cord/Injury service at Lt. Col. Luke Weathers, Jr. VA Medical Center, Memphis, TN and is responsible for providing support to the Chief of Service and Section Chiefs within the service, which includes analytical support and management services essential to the direction of the organization. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have (1) full year of specialized experience, You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation which equips you with the particular knowledge, skills, and abilities to perform successfully the duties, typically in or related to secretarial or clerical related. Examples of specialized experience would typically include, but are not limited to: Knowledge of organization policies and procedures and personnel rules and regulations to perform the administrative needs as required. Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. Knowledge of the principles, methods, and tools for automating, developing, implementing, or administering database systems. Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed graduate level education in an accredited college or university that leads to a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcript Required).
