The primary purpose of this position is: To serve as an installation level Sexual Assault Prevention and Response Victim Advocate to individuals eligible for sexual assault and sexual harassment reporting options and advocacy services via the SAPR office. CONDITIONS OF EMPLOYEMENT CONTINUED: Employee may be required to work other than normal duty hours, to include evening, weekends, holidays, and/or an on-call status; The on-call or rotational status requires that SAPR personnel work hours could vary, to include a requirement to be available 24/7, to respond to calls received via the helpline, from military or civilian law enforcement or from the military treatment facility or local hospital The work requires the employee to drive a POV/GOV. An appropriate, valid driver's license is required for this position Work may occasionally require travel away from the normal duty station military or commercial aircraft This is a Mission Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions The duties of this position meets all requirements as a category 4 designation, and shall not be vacted during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.(IAW: D0DD 1200.7, "Screening the Ready Reserve"). The incumbet must obtain and maintain a Secret Security clearance In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes a diverse knowledge of accepted practices and procedures associated with victim advocacy, social services delivery systems, principles, and behavioral theories relating to victim advocacy, sexual assault/sexual harassment, and other acts of interpersonal violence; performing crisis intervention, safety planning, referral, ongoing non-clinical support in serious and complicated cases; conducting assessments of individuals to determine required needs and evaluating safety and levels of risks exercising authoritative judgment. OR EDUCATION: Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
