Organization mission and objectives UNHCR is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. The UNHCR Representation Office in Rwanda principally consists of a refugee population (mainly refugees from the Democratic Republic of Congo who have been on the Rwandan territory since 1996 and Burundian refugees who arrived in the country further to the volatile situation in Burundi since April 2015) as well as a significant returnee population of Rwandan refugees returning after many years in exile. UNHCR Huye Field Office is in the Southern Province of Rwanda. As of 31st January 2026, Huye Field Office currently hosts 27,291 refugees spread across two camps (Kigeme 14,259 and Mugombwa 12,267) hosting refugees from the Democratic Republic of Congo and Huye Urban that hosts 765 Burundian urban refugees. UNHCR Huye field office currently works through 7 implementing partners and more than 23 operational partners offering services in the 2 camps, and in the urban area. Within this context, UNHCR emphasizes strategic partnerships with government as well as bilateral and multilateral partners, including UN organizations and multilateral development agencies working in the Southern Province of Rwanda. 10. Assignment context The Livelihood/Graduation and Economic Inclusion Associate reports directly to the Head of Field Office based in Huye. S/he may receive indirect guidance from other sections and units relevant to Livelihood and Development based at the Branch Office Kigali. Protection and Solutions are the key focus of the office with graduation and economic inclusion as strategic priorities. The incumbent will need to have strong proven leadership and communication skills to implement livelihood, graduation and economic inclusion strategy as well as to interact with Partners and authorities as needs arise. The Livelihood/Graduation and Economic Inclusion Associate will collaborate closely with UNHCR livelihoods partners, government agencies, private sector and financial service providers as well as other relevant stakeholders to enhance the economic inclusion and improve self-reliance of both persons of concern (PoC) and host community members. The incumbent will also be expected to deliberately explore opportunities of collaboration with other UNHCR cross cutting areas such as protection, education, cash, partnerships, research and analytics, GBV, solutions, complementary pathways and more within the Southern Province. To document good practices, results and to generate knowledge, the Livelihood/Graduation and Economic Inclusion Associate will work closely with the supervisor to build on UNHCR databases and support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. S/he will assist to mobilize refugees of different age, gender and background and to ensure that all stakeholders well understand the potential of graduation and economic inclusion of refugees and host community members, and to help communicate opportunities to persons we serve. The incumbent is expected to work and keep regular/daily contacts with the Head of Field Office as well as colleagues of the livelihood and Development Unit at Branch Office, to consult, discuss strategic/operational issues, and to seek common grounds for solutions on activities and programmes of importance to UNHCR in Rwanda and with persons on matters of great importance to UNHCR's programmes. The incumbent of the position must demonstrate exceptionally strong technical, and data analysis skills as outlined in the Job Description and must have the necessary experience in development partnership in Rwanda to ensure effective country-level strategic approaches for advocating, developing, implementing and assessing collaboration with development agencies. 11. Task description The incumbent will assist the operation in identifying potential opportunities and ensure complementarity between UNHCR's protection work, the graduation and economic inclusion objectives pursued by development partners and the government of Rwanda at district level.
