About the role

This position is located at Bureau of Engraving and Printing, with in the Employee Labor Relations and Performance management Division. As a HR Specialist (Performance Management/Employee & Labor Relations), you will provide advice and services to managers and supervisors on the rules, regulations, policies and procedures that relate to, but are not limited to, the following areas: leave administration, leave programs, employee and labor relations programs, conduct issues, and union contracts. You must meet the following requirements by the closing date of this announcement. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Researching and analyzing statutes, regulations, case law, and collective bargaining agreements. In developing agency policies, procedures, and responses regarding employee and labor relations matters. AND Providing advice and guidance on labor-management relations matters (e.g. grievances, unfair labor practice charges, request for information sharing, contract interpretation, labor relations training, unit determination, preparation to conduct term/midterm negotiations, and impact & implementation bargaining. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. When the Bureau of Engraving and Printing completes its hiring, the remaining list of qualified candidates may be shared with additional Treasury bureaus. You will have an opportunity to opt-in if you would like your name, application material, and assessment results shared to be considered for employment with additional Treasury bureaus.
