The position leads cross-functional teams and external partners through all phases of the development lifecycle, from concept and underwriting through financing, construction, stabilization, and long-term asset stewardship. The Executive Director develops and maintains strategic relationships with lenders, investors, syndicators, government agencies, developers, consultants, and community stakeholders while serving as a key advisor to executive leadership on housing finance, capital deployment, portfolio preservation, and growth opportunities. The position is responsible for advancing a pipeline of development and preservation projects, identifying innovative financing solutions, and ensuring projects are completed successfully, in compliance with regulatory requirements, and aligned with the strategic priorities of United Church Homes. This position reports to the SVP of Asset Stewardship & Development. Development Leadership Identify, evaluate, and advance affordable housing development, redevelopment, acquisition, and preservation opportunities. Lead projects from concept through financing, construction, lease-up, and stabilization. Manage development teams consisting of architects, engineers, contractors, attorneys, consultants, lenders, syndicators, and public agencies. Coordinate project schedules, milestones, budgets, and risk management strategies, and assist with the preparation of project pro formas. Maintain productive relationships with municipalities, housing agencies, community organizations, and strategic partners. Housing Finance & Capital Structuring Lead financing strategies for affordable housing developments, including LIHTC, tax-exempt bonds, HUD financing, conventional debt, and public funding sources. Structure project capital stacks and evaluates debt and equity alternatives. Coordinate lender, investor, and syndicator relationships throughout project financing and closing. Lead refinancing and recapitalization efforts for existing affordable housing assets. Develops financial analyses, sources and uses statements, development budgets, and project pro formas. Monitor market conditions and funding opportunities affecting affordable housing development and preservation. LIHTC, HUD & Preservation Programs Lead the preparation and submission of LIHTC applications and other affordable housing funding applications. Coordinate HUD preservation initiatives, RAD conversions, Section 202 recapitalizations, and other affordable housing preservation strategies. Ensure compliance with financing, regulatory, and investor requirements. Monitor affordable housing policy changes and recommend strategic responses. Acquisitions & Due Diligence Evaluate acquisition opportunities through financial modeling, market analysis, and strategic assessment. Help lead due diligence efforts, including environmental reviews, appraisals, physical needs assessments, market studies, title review, and legal documentation. Present recommendations and investment analysis to executive leadership. Strategic Leadership & Portfolio Growth Develop and maintain a multi-year affordable housing development and preservation pipeline. Lead organizational strategy related to LIHTC, HUD preservation, RAD conversions, refinancing, acquisitions, and new development. Evaluate and recommend capital deployment priorities across the affordable housing portfolio. Identify and structure strategic partnerships, joint ventures, and co-development opportunities. Present development opportunities, financing strategies, and investment recommendations to executive leadership and governing boards. Monitor industry trends, legislation, and funding programs impacting affordable housing and recommend strategic responses. Represent UCH at national conferences, industry associations, state housing agencies, and key stakeholder meetings. Leadership & Team Development Provide leadership and mentorship to development staff, partners and project teams. Foster collaboration among development, finance, legal, operations, and asset management functions. Promote a culture of accountability, innovation, teamwork, and mission-focused development.
