THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST, Position Description Number T6515P01 and is part of the UNITED STATES PROPERTY AND FISCAL OFFICE, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Veterans' preference does not apply to this vacancy due to internal merit promotion. GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have one year specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management. Must have experience identifying or creating metrics and measures progress toward accomplishment of unit plans, programs, goals, and objectives regarding federal property and supply accountability. Must have experience recommending corrective action to reestablish and ensure unit/activity compliance, with applicable logistics and physical security regulations and directives, with a specified suspense date.
