The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory military and civilian employees assigned to the Command Readiness Branch. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Transportation Operations Series 2150 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Mastery knowledge of Air Force transportation operations policies, concepts, principles and methodologies applicable to air transportation operations under peacetime and wartime conditions. Expert knowledge of organizational missions, objectives, and procedures; the relationship with and support requirements of other program areas, and the regulatory framework in which the transportation operations program operate. Expert knowledge of air mobility operations capabilities and CRRA issues. Skill in utilizing USAF regulatory guidance, concept of operations, and joint doctrine on capability process support to air mobility operations. High degree of skill when applying transportation operations knowledges to the management of the command in analyzing and resolving very complex or sensitive problems and the implementation of new developments and technology to the assigned program area. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert technical knowledge of readiness principles, concepts, methodologies, guidance, and organization principles to independently perform, evaluate, and direct readiness programs impacting difficult and unique readiness projects; identify and resolve complex issues; and make informed recommendations and decisions relating to those efforts. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance and/or conduct studies to determine resource and capability readiness assessments to staff organizations and leadership at all levels. Ability to plan, organize, and direct the branch and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors to meet branch objectives. Demonstrated ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships while gaining cooperation from others. Demonstrated ability to use technical expertise in readiness measurement tools, analytical and evaluative techniques to determine team effectiveness and mentor others on how to identify and resolve difficult issues concerning efficiency and effectiveness of program operations. Skilled expert using computer systems to perform highly complex data analysis and produce detailed reports applicable to a readiness division; demonstrated skill using data manipulation and extraction techniques to locate and access information with a personal computer and software programs PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
