TITLE: Quality Assurance Specialist REPORTS TO: Executive Director LOCATION: Oxnard, CA EMPLOYMENT TYPE: Full-Time, Non-Exempt Employee SALARY: $60,000 - $65,000 annually Career TEAM is excited to bring on a Quality Assurance Specialist to support workforce development operations in Ventura County as part of the Workforce Innovation and Opportunity Act (WIOA) and Community Development Block Grant (CDBG) programs. This position will be based onsite at the Oxnard America's Job Center of California (AJCC) and will play a key role in ensuring compliance, program quality, data integrity, and continuous improvement across workforce and community-based services. The Quality Assurance Specialist will be responsible for reviewing participant files, monitoring program documentation, ensuring compliance with WIOA, CDBG, federal, state, and local policies, supporting quality assurance initiatives, and identifying opportunities for operational improvement. This role will work closely with program leadership, case management staff, fiscal teams, and partner organizations to maintain high-quality service delivery and program performance standards. Your Impact on Career TEAM's Success: Conduct ongoing quality assurance reviews of participant files, case notes, and service documentation in CalJOBS and related systems Monitor compliance with WIOA, CDBG, local workforce board policies, and contractual requirements Review program activities and documentation prior to invoice submission to ensure accuracy and completeness Identify trends, deficiencies, and opportunities for process improvement Provide technical assistance and feedback to staff regarding documentation standards and compliance expectations Support continuous quality improvement initiatives across workforce development and community service programs Track performance data and assist with data validation and reporting activities Assist with audit preparation, monitoring reviews, and corrective action follow-up Collaborate with leadership and frontline staff to improve customer experience and program outcomes Present regular quality assurance updates to Executive Director and program leadership Maintain organized and confidential participant and program records Approach each day and task with a "ZAG" mindset Other duties and special projects as assigned This position is expected to be 100% onsite. The selected candidate will be required to work onsite at the Oxnard AJCC located at: 2901 N. Ventura Rd., 3rd Floor Oxnard, CA 93036 To Qualify for This Role, You Must Have: Associate's degree or higher or an equivalent combination of education and experience 2+ years of experience performing quality assurance, compliance, case management, workforce development, or social service-related duties 1+ years of experience with WIOA and/or CDBG programs, policies, and processes Experience reviewing documentation for accuracy, compliance, and completeness Strong computer literacy, including effective use of Microsoft Office Suite (Word, Excel, Outlook) and database systems such as CalJOBS Demonstrated understanding of workforce development and community service compliance standards Ability to maintain confidentiality and handle sensitive information with professionalism and discretion Exceptional attention to detail with strong organizational, analytical, and critical thinking skills Ability to work independently and collaboratively in a team environment Excellent time management skills with the ability to manage multiple priorities and deadlines Strong verbal and written communication skills Valid California Driver's License Additional Skills/Knowledge Career TEAM Would Love for This Role: Bachelor's degree Prior experience conducting monitoring reviews or internal audits Experience working within AJCC, workforce development, or federally funded grant environments Strong problem-solving skills and proactive mindset Ability to interpret policies, procedures, and regulatory guidance Salary is commensurate with education and experience.
