About the role
We are seeking a highly organized and detail-oriented Project Analyst to join a leading enterprise technology team in Dubai. Operating within the IT Governance delivery stream, this role is essential in supporting Tribes, Platforms, and Program Portfolios across all organizational, operational, and financial aspects. Acting as a critical point of contact, you will collaborate closely with Delivery Leads, Scrum Masters, Tech Leads, and Project Managers to manage financial budgeting, portfolio tracking, quality compliance, and resource coordination across both Waterfall and Agile methodologies. Key Responsibilities 1. Project Lifecycle & Portfolio Management Project Initiation & Closure: Assist in driving the end-to-end governance process for both initiating and formally closing enterprise projects. Change Management: Actively track, manage, and process Change Requests (CRs) impacting project timelines and financial costs. Artifact & Release Support: Ensure all project and platform artifacts are meticulously documented, structured, and compliant. Assist Tech Leads in tracking and following up on deployment and release approvals. 2. Financial & Budget Management Budgeting & Reconciliation: Drive end-to-end budget and financial management for a portfolio of up to 10 active projects/programs (depending on complexity). KPI Tracking: Conduct mandatory weekly budget reconciliations and ensure timely, accurate updates regarding project costs and schedules are communicated to stakeholders. 3. Enterprise PPM Tool Administration (Clarity CPPM) Manage day-to-day operations within Clarity CPPM, including tracking timesheet assignments and routing approvals. Monitor, log, and update project status details, tracking risks, assumptions, issues, and dependencies (RAID). Maintain a centralized repository for project measurement matrices, tracking deliverables, completion metrics, and quality scoring. 4. Quality Compliance & Process Governance Assist Project Managers in achieving target Quality Compliance Index standards. Ensure Scrum Masters and Project Managers meet technical requirement definitions (TRDs) and quality observation deadlines. Support PI/PO (Purchase Invoice / Purchase Order) management, SOW submissions, and handle structural document updates for the platform. Technical Specifications & Skills Methodology & Domain Knowledge (Essential) Project Governance: Solid structural understanding of both Waterfall and Scrum Agile frameworks. Reporting: Proven ability to create clean, executive-level reports, tracking sheets, and performance dashboards. Core Systems: High proficiency in MS Excel (advanced tracking and data structuring) and MS PowerPoint (executive presentations). Proprietary & Specialized Applications (Experience/Trainable) Clarity CPPM: Hands-on experience with user/timesheet assignment, budgeting, and risk monitoring features. Procurement & Financial Tools: Exposure to JAGGAER (SOW submission), Empower (PI/PO management), and reporting extraction tools (Workwise extract). Qualifications & Experience Experience Requirements Total Experience: Minimum of 5 years of professional experience in enterprise IT environments.
