Responsibilities
- HSE Framework & Governance
- Establish and manage the HSE framework applicable to all PDMC activities, aligned with project requirements and Hong Kong regulatory standards

- Participate in and lead the review of: Design safety issues and hazards
- Interface risks across contracts and systems
- Temporary and permanent works safety considerations
- Method-dependent and staging-related risks
- Ensure safety risks arising from system interfaces and operational constraints are adequately assessed and mitigated
- Site Interface & Inspection Support
- Support site quality inspection teams with HSE oversight, including safe deployment protocols and compliance monitoring
- Provide guidance on safe working practices in areas with complex interfaces, live environments, or restricted access conditions
- Ensure that site observations are effectively linked back to design and coordination improvements
- Coordination with Project Teams
- Liaise closely with package teams, design teams, and quality teams on HSE observations arising from design reviews, inspections, and coordination activities
- Ensure that safety-related issues are tracked, communicated, and resolved across all packages and disciplines
- Support integration of HSE considerations into system coordination, design integration, and programme delivery
- Incident, Hazard & Observation Management
- Ensure all incidents, hazards, unsafe conditions, and HSE observations are properly: Recorded and documented
- Tracked to closure with clear ownership
- Analysed for trends and recurring risks
- Promote a culture of proactive hazard identification and continuous improvement
- HSE Reporting & Assurance
- Provide regular HSE reporting to project leadership, including: Key safety metrics and trends
- High-risk activities and interfaces
- Status of corrective and preventive actions
- Support project assurance processes by ensuring HSE compliance is demonstrable and audit-ready
- Key Requirements
- Qualifications & Experience
- Degree in Engineering, Safety, Environmental Science, or related discipline
- Minimum 12-15 years of HSE experience in large-scale infrastructure or major capital projects
- Proven experience in design safety, construction safety, and HSE assurance within complex, multi-contract environments
- Experience in projects with stringent safety, operational, and regulatory requirements preferred
- Technical Competencies
- Strong understanding of design-for-safety, constructability reviews, and hazard identification methodologies
- Familiarity with Hong Kong safety regulations, authority requirements, and permit-to-work systems
- Experience managing HSE risks in highly interfaced, multidisciplinary environments (including civil, E&M, and systems works)
- Knowledge of safety integration within BIM or digital delivery environments is advantageous
